Item-level versioning discards embargo

      Description

      When creating a new version of an item with an embargo (or an embargoed file), the embargo date and reason are not carried across to a new version of the item. The same applies to the "private" flag.

      Wouldn't it be a more sensible default to keep this information? Even if the new version no longer requires an embargo, I'd think it would be easier for the person creating the new version to remove it than to remember what information to re-add.

      I noticed this on master but I imagine this is also happening in earlier versions.
