6.0 RC1 PropertyBatchUpdateException on first use of XMLUI with recent Java, Tomcat

      Description

      I've seen this with at least two commits today, the latest being the code from 6.0-RC1: a2724615b76eb0ca1e36b608e1390ce62bb486fa. A fresh checkout is built and installed, with only the minimum configuration needed in local.cfg. XMLUI starts, but the first visit immediately results in "org.springframework.beans.PropertyBatchUpdateException: Failed properties: Property 'initialEntries' threw exception; nested exception is java.lang.StringIndexOutOfBoundsException: String index out of range: 3"
