Workflow members can perform all actions

In every step of the workflow, the user sees the buttons to edit, approve, reject the item (see attachment).
The first step is only allowed to offer accept/reject, and the last step is only allowed to offer edit/accept.
The edit button doesn't work, but the user has permissions to edit the item in the first step
