PDF newspaper issue ingest is only an option on issue creation

When ingesting an issue there is a new option that provides an ingest via PDF. After the ingest and creation of the issues/pages, the user is unable to add or replace pages using PDFs.

For context, the pages created from the PDF I used were basically illegible, so I deleted the pages and was going to re-add the PDF to the issue and select different processing options. Isn't an option. There's some tuning needed for page generation for this feature.

Not sure if this is the paged content solution pack or the newspaper solution pack.
