OCR not available after initial ingest

      Description

      In both Issue Add Page page (manage/issue/ingest) and Add Zipped Pages page (manage/issue/ingest_zipped), "Do not perform OCR" is the only option available in the Language drop-down menu for OCR. Similar behavior occurs in the Perform OCR tab of manage/issue/ingest&page (the Issue tab within Manage).

      As a result, you're not able to perform OCR on newspaper page objects once the issue has been ingested.

      (Note: I verified that all available languages are selected in the OCR Module settings page at admin/islandora/tools/ocr)
