Description
The newspaper solution pack incorrectly has a hook implementation that references the islandora_book solution pack module.
If the newspaper solution pack was used where the book solution pack was not enabled the issue ingest step would not be present.
-Steps to Reproduce-
Disable the book solution pack.
Clear the cache.
Go to ingest an issue, not that the issue step is not present.
-Test Case-
The issue step is present with the updated code.
