Mime-types are not container-independant

      Description

      All files served, including CSS, JavaScript files, and images, are given a content type of text/html by the CharsetEncodingFilter.

      Tomcat overrides this for CSS, JavaScript and image files, but Jetty does not.

      The spec does not clearly state who should do what when, regarding mime type.

      I have a solution that works in both Tomcat and Jetty.
