Make TPF server availability configurable in runtime.properties

      Description

      The availability of the VIVO Triple pattern fragment server should be controllable by a setting in runtime.properties, such as 

          tpf_server = [on|off]

      Sites that would like to turn off the server can set the value to off.  The server should be on be default.

      see below for discussions of issues with the TPF server in VIVO 1.10.0.  These will be addressed as issue https://jira.duraspace.org/browse/VIVO-1640.

      The VIVO triple pattern fragment server delivered with v1.10 (available at vivo.yourdomain.edu/tpf, e.g. http://openvivo.org/tpf) is visible to the world by default and does not honor any visibility settings for classes or properties set in VIVO.  Until this is fixed, sites using settings to restrict publication of linked data should turn off tpf.
